Making culture change is likely part of the goal of your movement. It is not easy but it is very significant. Getting a population to support a cause is basically winning.

Peer observation

People tend to do what the majority of other people around them are doing.^[8] Getting a few people to do the actions you want and express the opinions your movement is advocating for can get things moving.

Education

The information children learn while their brains are developing will be there for life. Educating children at a young age whether in school or in out of school events is very effective at changing culture.^[8]
